With over 40 years of combined real estate and development experience, Walter Mendoza and Andrew O’Neill launched Palisades Brokerage in 2019. Their vision, simply put, was to create a real estate company that married development with brokerage services with the end result being the most accurate and trusted valuations and advisory services in the industry. In addition to their experience and knowledge of the Washington, DC market, Mendoza and O’Neill developed a proprietary model that allows clients to confidently make one of the biggest financial decisions of their lives using data and analytics.

Walter Mendoza
As a native Washingtonian, Walter brings with him over 17 years of experience in the design, supervision and development of nearly $240 million worth of construction ranging from institutional to retail to large scale commercial and residential projects. As a partner at the firm Mendoza, Ribas, Farinas and Associates, his responsibilities included not only the procurement of new business, but also the contractual elements, the design, estimating, the budgeting, compliance and ultimately the administration and accounting for a given project. He has performed comprehensive third-party reviews for value added, code compliance and budgeting strategies.
In 2018 his interest in real estate and design led him to forming the Hedgerow Group, a Real Estate Startup focused on using technology and analytics to maximize risk adjusted returns. Hedgerow was borne from the idea that there exist inherent market inefficiencies that could be avoided with better planning on the front end.
In 2019 he and Andrew formed Palisades Brokerage with the goal in mind of helping clients make one of the biggest financial decisions of their lives using data and analytics and over 40 years of combined experience in real estate and development.
Walter currently holds real estate licenses in Maryland and the District of Columbia. He is a member of the United States Green Building Council and is a LEED AP. He has also completed his RESNET certification and is an active consultant on Multifamily Affordable Housing in DC, Maryland and Virginia. He has taken classes at the George Mason School of Business with a concentration in Real Estate and Finance.
Walter holds a Bachelor of Arts degree from Vanderbilt University.

Andrew O’Neill
As a 5th generation Washingtonian, Andrew has seen complex, wide ranging business environments, over which time he has experienced numerous market conditions and adjustments. Andrew has been active within the real estate industry since 1992. After completing his undergraduate degree, Andrew was a residential loan officer for North American Mortgage Company, now Dime Bank. He has a deep, rich knowledge of residential lending. Andrew’s keen sense of the residential lending, processing and underwriting enables him to advise his clients on an in-depth basis about all things related to financing a residential transaction. He has also experienced multiple interest rate inflated environments.
Over his career, Andrew has successfully represented buyers and sellers of many residential types of transactions including: single family, multi-family, condominium, land, and other zoned properties. Since 2007, he has focused his particular expertise in the area of infill residential development. Andrew has spent his entire 30 year real estate career focused on using data and research to empower decisions for his clients and himself. He is also an investor of both single and multi-family properties. With his unique background, coupled with his completed graduate degree work in real estate development at Johns Hopkins University, Andrew has developed a sophisticated knowledge of residential real estate that is unparalleled in the DC Metropolitan market.
